The purpose of this 2-Day Focus Group is to promote discussion amongst key individuals within the cost estimating and cost reporting communities in order to improve the quality and efficiency of CADE and the overall CSDR system.

Tuesday, November 7th will be a joint session (both Government and our industry data-providing partners) with an emphasis on determining ways to improve the efficiency of the cost reporting process and the associated formats. Wednesday, November 8th will be a government-only session and focus on receiving feedback from the cost estimating community and users of the data.

Participation is encouraged from both Government and Industry for those with CADE and CSDR equities and experience. We look forward to hearing your ideas and candid feedback.

Required Preparation & Read-ahead Material: The goal of the 2023 CSDR Focus Group is to solicit feedback from Government and Industry on improvements to increase the efficiency, cost-effectiveness, and utility of the Cost and Software Data Reporting (CSDR) requirements, the overall CADE system, and all related policies and processes. Please be prepared to provide feedback for the discussion topics listed below and whatever other topics you believe would have the largest positive impact on CADE and the CSDR system! Please consult the 2023 CSDR FG Agenda for the full list of discussion topics by individual session.

Food & Beverages: Water, coffee, and tea will be provided for all attendees. Lunch will be available for purchase at the on-site, Café Potomac, or from any of the restaurants within walking distance within the Crystal City area.

Software Resource Data Report (SRDR), DD 3026 Submission Requirements

As of Monday, May 8, 2023, all SRDR data validation reviews for newly reporting contracts will enforce the contractually required standard Excel or XML templates. Submissions for newly reporting contracts that do not comply with the standard, WHS-approved format, will be subject to rejection as part of the review and validation process.

The SRDR Forms & Data Exchange serve as templates for generating the required Software Resource Data Report (SRDR) submissions in CADE. The forms have been officially approved and “Final” versions are available for data preparers on all future SRDR submissions. The new Development (Dev), Maintenance (Mx), and Enterprise Resource Planning (ERP) formats are available in machine-readable and cPet-compatible Excel and XML versions. 

When submitting using the standard SRDR formats, government and industry users can take advantage of the following features in cPet & CADE:

  • Generate the new SRDR formats in Excel & XML from the CSDR Plan using cPet Desktop
  • Prepare SRDR data in the cPet-compatible Excel format
  • Validate SRDR data against the CSDR Plan requirements
  • Convert SRDR forms from Excel to XML for submission into CADE
  • Review SRDR bulk export, or flat-file format prior to submission in CADE
  • Submit & Validate new SRDR formats in CSDR Submit-Review
  • Search & Export SRDR data in analysis-ready Dimensional Exports across Dev, Mx, and ERP

2021 and Historical SARs: PDFs now in the CADE Library

A large collection of historical and 2021 Selected Acquisition Report (SAR) documents in PDF form has been uploaded to the CADE Library for the cost community’s easy access. A variety of SARs from 1969 to 2014 are available, along with 42 SARs from 2021. In total, 2,721 SARs from almost 400 programs are now accessible in the CADE Library.

SARs summarize the latest estimates of cost, schedule, and performance status for Major Defense Acquisition Programs (MDAPs) and Middle Tier of Acquisition (MTA) programs that exceed the MDAP cost threshold. Since their inception in 1969, SARs have been prepared annually in conjunction with submission of the President’s Budget. Digitized SAR data is available for bulk export from CADE’s SAR Database, which can be consulted in conjunction with the newly available PDFs in the CADE Library.

To view all available SAR documents in the CADE library, filter the "Document Type" field to "Selected Acquisition Report (SAR) Data."

The Purpose of this Virtual Focus Group is to promote discussion amongst key individuals within the community in order to gain insight into their views and experiences related to the OSD CAPE Initiatives. CAPE would like to draw upon participants' experiences and reactions in a way that would not be feasible using other methods. This two-day event will provide updates on the FlexFile initiative, policy updates, IT applications, as well as updated Software Resource Data Reports (SRDRs). There will be a series of Industry and Government panels to address specific topics and concerns across the community. Following each panel there will be a community feedback forum to collectively discuss and collaborate in order to formulate solutions and mitigation approaches for the aforementioned concerns. Broad participation is encouraged from both Government and Industry, across the cost and systems engineering communities.

Who Should Attend:

Cost Analysts and Program personnel (Government and Industry) who are or will be involved in CSDR contracting and reporting and affected by OSD CAPE initiatives.

The updated cPet 2.8 is now available for download from CADE CSDR Tools.

Key functions included in the update:

DoDM 5000.04, Cost and Software Data Reporting (CSDR) Manual

The DoDM 5000.04, Cost and Software Data Reporting (CSDR) Manual, was published on May 7, 2021. It provides additional guidance for the CSDR requirements found in Table 1, DoDI 5000.73. The DoDM 5000.04 incorporates and supersedes five earlier CAPE memorandums to address current CSDR requirements for Government and contractor performed efforts, PM, PCO, and CWIPT personnel, non-FAR agreements, and designates the CSDR plan approval authorities.

New Contractor Business Data Report (1921-3) DID update and Data Model!

The Contractor Business Data Report (1921-3) has a new Data Item Description (DID) and data model.

For the past two years the OSD Cost Assessment and Program Evaluation (CAPE) has piloted a new Contractor Business Data Report and reporting format. MIL-STD-881E Standard Plan Templates Update

The CSDR Plan Standards, which have been created for all major system types as reflected in the appendices of MIL-STD-881E Work Breakdown Structures for Defense Materiel Items, have been updated. These Standards serve as templates, so rather than starting from scratch for each contract or copying an old CSDR Plan that may itself have shortcomings, the CWIPT has a running start in establishing their new CSDR plan.

DoD Cost Estimating Guide: Version 1.0 just released

The OSD Cost Assessment & Program Evaluation (CAPE), in collaboration with Agencies and Services across the Department, just released version 1.0 of the DoD Cost Estimating Guide, a DoD-level resource for a consistent and repeatable cost estimating process.

This document provides guidance--not mandates--for estimators across the cost community. It is both a starting point for new cost estimators and an excellent resource for the experienced cost analyst, featuring a comprehensive description of the cost estimating process, consistent terminology, consolidated lists of references and training resources, and links between DoD Policies and Component Guides.

CAPE COVID-19 Data Collection memo

The global pandemic is having an undeniable impact on society as a whole and the defense industrial base in particular, with disruptions to the workforce, production facilities, and the supply chain. As mission-essential programs and their industry partners do their utmost to deliver needed capability to the warfighter, it is crucial that we understand COVID-19 effects on program cost, schedule, and performance and capture them in real time to support future analysis and decision-making.

To this end, OSD CAPE has issued a memorandum in coordination with the Acquisition community to provide “COVID-19 Cost and Performance Data Collection Guidance.” Highlights include:

  • Government and Industry work together to develop approach to capturing COVID-19 effects
  • Effects should be discernible from non-COVID-19 factors to the maximum extent practicable
  • Effects should be included and documented in CSDR and IPMDAR deliverables
  • Neither contract changes nor allowability of costs implied

Government and Industry alike are encouraged to participate in the CIPT in June and CADE Focus Group in October to help shape approaches. Registration will be available at https://cade.osd.mil/support/events. Other COVID-19 guidance can be found on the DPC website.

We are proud to announce the launch of the CADE Newsletter: Volume 1, Issue 1, April 2020 . The Updated DoDI 5000.73 – Cost Analysis Guidance and Procedures

The updated DoDI 5000.73, Cost Analysis Guidance and Procedures, dated March 13, 2020, establishes the policies for cost analyses, independent cost estimates, and cost data collection in the DoD. The CSDR requirements and reporting thresholds are listed in Section 4: Data Collection, Table 1. Cost Data Reporting Requirements. DoDI 5000.73 also replaces Enclosure 10, Cost Estimating and Reporting, and other cost estimating requirements from the prior version of DoDI 5000.02, Operation of the Defense Acquisition System. 2. DODI 5000.74: Defense Acquisition of Services, January 10, 2020 (Major Revision) --- Establishes policy, assigns responsibilities, and provides direction for the acquisition of services. Additionally, it establishes a management structure for the acquisition of services and provides implementation procedures.

3. DODI 5000.80: Operation of the Middle Tier of Acquisition, December 30, 2019 (New) --- Establishes policy, assigns responsibilities, and prescribes procedures for the management of the middle tier of acquisition for rapid prototyping and rapid fielding in Section 804 of Public Law 114-92

4. DODI 5000.81: Urgent Capability Acquisition, December 31, 2019 (New) --- Establishes policy, assigns responsibilities, and provides procedures for acquisition programs that provide capabilities to fulfill urgent operational needs and other quick reaction capabilities that can be fielded in less than 2 years.

The Key cPet Functions include:

  • Generate JSON FlexFile & Quantity Submission Zip File Formats

The FlexFile Standard Plans are now available!

The FlexFile Standard CSDR Plans serve as templates for creating a CSDR plan, so rather than starting from scratch for each contract or copying an old Plan, the CWIPT has a running start in establishing the new Plan. The templates were designed and updated to improve the DD Form 2794 CSDR Plan by extending the content within. These standards should be considered as your starting point when building a new CSDR plan. Tailoring of the content within each plan is left up to the discretion of individual CWIPTs but please note major deviations from these standard templates must be annotated by each CWIPT and approved by each service’s CSDR plan approval chain of command.

CADE Cost and Technical Focus Group

The Purpose of this 2-Day Focus Group is to promote discussion amongst key individuals within the community in order to gain insight into their views and experiences related to the OSD CAPE Initiatives. CAPE would like to draw upon participants' experiences and reactions in a way that would not be feasible using other methods. The first day will a joint session focusing on Cost Data, including FlexFiles, and Technical Data, including Software. The second day will be Government Only focusing on Cost Estimating Data Challenges & CSDR Usage. Each day, there will be a series of Industry and Government panels to address specific topics and concerns across the community. Following each panel there will be a community feedback forum to collectively discuss and collaborate in order to formulate solutions and mitigation approaches for the aforementioned concerns. Both days will also feature plenary as well as contractor breakout sessions. Broad participation is encouraged from both Government and Industry, across the cost and systems engineering communities.

Implementation of Cost and Hour Report (FlexFile) and Quantity Data Reports within the Cost and Software Data Reporting (CSDR) System

Beginning on May 15, 2019, the default cost reporting formats for new CSDR plans will be the Cost and Hour Report "FlexFile" and Quantity Data reports in place of the legacy DD 1921 series formats. You can read more about this effort in the Implementation of Cost and Hour Report (FlexFile) and Quantity Data Reports within the Cost and Software Data Reporting (CSDR) System memo signed on March 22, 2019.

CADE Selected Acquisition Report (SAR) Database Now Available in CADE - Applications

The CADE team is happy to announce the availability of the CADE SAR Database as a CADE Portal Application as of February 4, 2019. The application is a seamless union of authoritative DAMIR SAR data (1997-present) and, for historical completeness, select non-DAMIR legacy SAR data (from recognized meritorious Service databases previously keystroked from authoritative 1969-1996 paper SARs). CADE users with any role can access this application by following these simple steps below:

  1. Go to the CADE portal Home
  2. Select CADE SAR Database from the list of applications on the dark blue left-hand panel.
  3. Navigate using drop-down menu selection located across the top of the screen.

Data Views are used to query the database one program and one submission at a time. Each view presents that portion of the selected SAR submission on the screen. Each resultant screen can be downloaded as an excel file to your desktop for your further use. Navigate to the SAR Data View via the top row menu to select a screen. Most of these views are filtered by Program, Subprogram (when applicable), and submission date. Some of these have additional screen-unique filters.

While the Data View feature provided a means to query the database one program and submission at a time, the Bulk Download feature provides a means to retrieve data across programs in one action. Navigate to the SAR Bulk Downloads via the top row menu to select a bulk download. Each bulk download has three filters: Service, Status (Active/Inactive), and a submission date range. This instance of the application limits the data range to two years as the intent is to enable annual updates to individual user’s off-line analytical tools.

Note the first menu item underneath the SAR Data Views is the SAR Overview Screen. This screen provides a visual assist in knowing what could be expected to exist prior to navigating to the data views and working the filters. The overview screen helps determine SAR DB content and avoid futile queries looking for data on other screens that will not exist. Query is by program (not subprogram). The PNO is selected and all of that PNO’s submissions are presented. The inventory screen also shows Context Tags to aid in identifying submissions nearest certain Milestones.

CSDR Reporting now Required for ACAT II Programs

As of January 4, 2019, Mr. Bob Daigle has signed a memo with updated Implementation of cost data reporting requirements for ACAT II programs in accordance with Section 2334(g). Cost reporting plan approval for ACAT II programs is delegated to the MILDEP Cost Center Director or the Component equivalent. The waiver of cost reporting requirements on required programs may only be granted by the CAPE Deputy Director, Cost Assessment.

Starting on September 6, 2018, all CADE stakeholders will have access to CADE training from the convenience of their own desk! As we continue to develop the platform and add courses, you may receive an occasional email notifying you that you’ve been enrolled in a new course. Bridge will also organize and track your learning. For managers, it allows them to track everyone in one easy-to-use dashboard and eases the reporting process.

We completely understand how busy everyone is this time of year, so we’ve tried to make taking courses as easy as possible. Bridge is also an online learning environment that you can access from your phone, tablet, or personal computer.

New Features Alert!

CADE has released some new features to the Portal Home, Data & Analytics and CSDR-Submit-Review (CSDR-SR) Applications.

Below is an overview of the new features in the CADE 7.0 release by Application:

Portal Home:

Dashboard Tile Improvements: Updated several dashboard tiles to ease CSDR Reviewer & Submitter access submissions for review and submission events to upload data. You can now click the plus sign in the top right corner of the Portal Home page upon logging into CADE to add these new tiles.

Data & Analytics:

1921-3 & FPR Browse – Allows users to browse and search for 1921-3 data & Forward Pricing Rates (FPR) data. You can navigate to the My CADE dropdown and select “1921-3 & FPR Browse” to find this feature.

Business Base Data Availability – Displays 1921-3 and FPR data for contractors with contracts for a given program. Individual contractor business units are listed by location and by the number of 1921-3 data and FPRs available. You can find this feature when you select a program below the Program Contracts and Data Availability table.

CARD Widget – This new widget makes all uploaded CARDs accessible in Data and Analytics. This feature is available when you select a program below the Key Events widget.

CSDR-SR:

Program Planning Module (PPM) Updates – The PPM has been updated with several new features to assist CSDR Reviewers during the planning process. These features include the following:

  • Populating the standard plans based on metadata entered when creating a plan package and tasks, plan package search and filter capability for a program
  • A link to cPet Web to allow users to send plans to and from the PPM
  • User Interface changes
  • Consolidation of metadata at the package level

You can find these by navigating to a program inside the PPM.
