The Office of Cost Assessment and Program Evaluation (CAPE) provides independent analytic advice on all aspects of the defense program, including alternative weapon systems and force structures, the development and evaluation of defense program alternatives and the cost-effectiveness of defense systems.

Performance Assessments and Root Cause Analyses (PARCA) Earned Value Management division in the Office of the Assistant Secretary of Defense for Acquisition serves as the Depart of Defense (DoD) focal point for all policy, guidance and competency relating to EVM.

Service Cost Centers

The Service Cost Centers are integral to the collaborative vision of all CADE initiatives and are the Service leaders of the cost community. They partner with CAPE on data collection initiatives and lead and contribute to CADE’s most strategic initiatives.
